Rawalpindi Makes Prior NOC Mandatory for Road Cutting

Rawalpindi Makes Prior NOC Mandatory for Road Cutting

Rawalpindi's administration has announced stricter controls on road cutting and excavation, with a prior no-objection certificate, or NOC, required before work begins. The move responds to repeated cutting of newly built or repaired roads for utility and development activity.

The official order should be checked for jurisdiction, effective date, application process, emergency exceptions and penalties. A general announcement does not establish every procedural detail.

Why Uncontrolled Cutting Is Costly

A road is a layered structure. Poor excavation and weak reinstatement can allow water into the base, causing settlement, cracks and potholes beyond the original trench. The public may pay twice: first for the road and again for avoidable repair.

Open trenches also narrow lanes, create dust and raise collision risk. Pedestrians and motorcycles are especially vulnerable when barriers, lighting or safe diversions are missing.

What Prior Approval Can Achieve

An NOC can identify the responsible agency, location, purpose, work period and restoration standard before excavation. It can also coordinate several utilities so the same road is not opened repeatedly.

Approval should include traffic management, public notice, emergency access and the condition in which the road must be returned. Requiring permission without enforcing restoration would solve only half the problem.

Responsibilities of Utility Agencies

Water, sewerage, gas, electricity and telecom contractors should map existing services before digging. They must use safe excavation methods, protect other lines and secure the work site after hours.

The permit should name the contractor and supervising engineer. A restoration deposit or performance guarantee can help ensure repairs are completed, but any such requirement must be verified from the official rules.

Road Restoration Standards

Backfill material, compaction, base layers and asphalt thickness should match engineering specifications. The surface must remain level with surrounding pavement and drains must stay clear. A visually smooth patch can still fail if the layers underneath are weak.

Authorities should inspect the reinstatement after completion and again after a defined period. Repeat settlement should remain the contractor's responsibility where the rules allow.

Emergency Work

Burst pipes, gas leaks and electrical hazards may require immediate excavation. The policy should explain emergency authorisation, notification and later documentation. An emergency exception must not become a routine shortcut.

What Residents Should Do

Report unmarked digging through the relevant official channel, giving location, agency markings and safe photographs. Do not enter a work zone or confront labourers. The permit may be held by the supervising office rather than displayed at the trench, so ask the authority to verify it.

Coordination and Transparency

A public permit register could show approved location, dates, responsible agency and restoration status. Digital mapping would help departments plan future projects before a road is resurfaced.

Longer-term, common utility corridors can reduce repeated excavation on busy roads, although they require higher upfront planning and cost.

Context for shoppers

Prior approval is a sensible step when it is paired with engineering standards, safe traffic control and enforcement after the trench is closed. The goal should be coordinated infrastructure, not preventing necessary utility work.

Rawalpindi should publish the application route and restoration requirements clearly. Until the detailed notification is verified, avoid quoting a penalty or approval timeframe.

Responsibilities After Completion

Contractors should remove debris, reopen pedestrian paths and restore signs and markings. Temporary metal plates must be secured and removed promptly. The responsible agency should provide a completion notice and remain reachable if the patch sinks or leaks.

Residents and businesses affected by planned work deserve advance notice stating access arrangements, water or power interruption and expected restoration. Emergency works should receive notice as soon as practical.

Measuring the Policy

Rawalpindi can track unauthorised cuts, average permit time, restoration failures and repeat excavation on recently resurfaced roads. Publishing anonymised results would show whether the NOC requirement is protecting public investment.

Enforcement should apply consistently to public departments, private utilities and contractors. A government project can damage a road just as easily as private work when coordination is weak.

Drivers approaching a trench should slow early, follow temporary signs and avoid sudden lane changes. Report missing barriers promptly, but stop only where parking is safe and lawful.

Keep the complaint reference and note when the hazard was corrected. Repeat failures should be reported with the earlier case number.
